Norwich’s Community-Led Plan sets out a shared direction for the city over the next five years. Built on input from local people and organisations, it focuses on practical steps to make Norwich fairer, greener, and more resilient - guided by what matters most to the community.

We Are Norwich: A community-led plan (2024–2029)

Norwich City Council has created a five-year plan shaped by feedback from residents, businesses, and community groups. It sets out a shared vision for the future of the city, focusing on five key priorities.

To make Norwich a fair, thriving, and forward-thinking city by working together with the community.

Our five priorities

  1. An Open and Modern Council
    Making council services easier to access and more transparent.
  2. A Prosperous Norwich
    Supporting jobs, businesses, and economic growth.
  3. A Fairer Norwich
    Reducing inequality and making sure everyone has equal opportunities.
  4. A Climate-Responsive Norwich
    Taking action to protect the environment and tackle climate change.
  5. A Future-Proof Norwich
    Planning for long-term challenges and making the city resilient.

How the plan was created

  • Hundreds of conversations with people across Norwich.
  • Input from over 900 individuals and organisations.
  • Focus groups, surveys, and workshops helped shape the priorities.

What happens next

  • The council will work with partners and communities to deliver the plan.
  • Progress will be tracked and shared regularly.
