Norwich Creative City Compact

Arts, culture, and heritage are central to Norwich’s identity and wellbeing. The sector was heavily impacted by the pandemic, and we are committed to supporting its long-term growth through the City Vision partnership.

This work is driven by the Norwich Creative City Compact, a collaboration of key cultural organizations formed in 2020 with a five-year plan aligned to the city’s 2040 Vision. Current members include major institutions such as Norwich Theatre, Norfolk Museums Service, and the University of East Anglia.

The council’s Action Plan for Culture (2023–2024) focuses on creating a cultural needs analysis to inform a long-term strategy to 2040. Over the next 18 months, priorities include:

  • Redevelopment of The Halls with sustainability in mind
  • Continued support for festivals and public events
  • Investment in public spaces like Hay Hill
  • Promoting inclusive access to culture and creativity for all.

City of Stories

Launched in 2019 as part of the Norwich 2040 City Vision, the City of Stories initiative positions Norwich as a vibrant, creative destination and strengthens its identity as England’s first UNESCO City of Literature. 

The project celebrates the city’s rich heritage, independent spirit, and cultural diversity while promoting innovation and inclusivity. It aims to attract visitors, support local businesses, and foster pride among residents by telling authentic stories about Norwich’s people, places, and values. 

The brand emphasizes creativity, change, and community, ensuring Norwich remains a city of unique experiences and narratives.

Business Climate Leaders

Business Climate Leaders was a program launched by the Norfolk Chambers of Commerce in partnership with Norwich City Council and other stakeholders. Its goal was to help local small and medium-sized enterprises (SMEs) transition to net-zero emissions. The initiative provided education, guidance, and practical support for businesses that often lacked the resources or expertise to reduce their carbon footprint.

Key aspects:

  • Purpose: Accelerated SME progress toward net-zero and embedded sustainability in business strategy.
  • Approach: Offered free-to-access resources, advisory support, and networking opportunities..
  • Activities: Connected businesses to tested carbon-reduction actions, hosted events, and offered digital tools.
  • Vision: Positioned Norwich as a leader in climate action, aligning with the Norwich 2040 City Vision.

The first cohort included a diverse mix of Norfolk businesses committed to sustainability.
