Norwich City Council is the data controller for issuing engine idling fixed penalty notices (FPNs) and under data protection legislation we are processing your data in line with the Road Traffic Act 1988 (as amended) and the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002. As a public authority we have a legal obligation to process your personal information.

We use it to process FPNs. We intend to keep your data for two years from the date the FPN is closed, as stated in our Retention Schedule on our website.

Registered keeper data is requested from the DVLA, in line with the Road Traffic Act 1988 (as amended) and the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002. Failure to provide additional personal data when requested, would start court proceedings or payment of a fine.
Information provided is shared internally with the council’s customer contact team, IT services, notice processing team, parking operations and transportation. Externally with the County Court and with enforcement agents for the collection of debts in line with the Road Traffic Act 1988 (as amended) and the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002 in order that they may carry out their statutory duties.
Apart from where previously stated, we do not pass your details to third parties unless we are lawfully able to do so for the prevention and detection of crime and fraud, or for the collection of taxes.
