Norwich City Council is committed to protecting your personal data. This notice explains how we use the information you provide when applying for a water commission rebate.
Why we collect your data
We collect your information to:
- verify your identity and previous tenancy
- check your eligibility for a rebate
- process your payment if your claim is successful
Our lawful basis
We process your data under Article 6(1)(e) UK GDPR – using public authority to repay funds you may be entitled to. This is consistent with how we process other council services.
What we collect
- two forms of photo ID to confirm identity
- details of your former tenancy
- bank (BACS) details for payment processing
How we use and share your data
We will share your data internally with relevant housing and finance teams or external bodies only when required by law or for fraud prevention. Information will not be used for marketing.
How long we retain your data
We retain your bank payment details and claim record for six years after payment, in line with our general financial record-keeping schedule. After that, we will securely delete it.
Your rights
Under UK GDPR, you have the right to:
- Access, correct or restrict the way we use your data
- Request erasure ('right to be forgotten') under Article 17
- Object to our processing
If you ask us to delete your data or withdraw your claim, we may be unable to complete your rebate.

Your data is protected using physical and technical safeguards in line with council standards.
