The council tracks how well it’s delivering services and meeting goals through regular performance reports. These reports help ensure transparency, highlight successes, and show where improvements are needed. Progress is measured using clear indicators and shared quarterly and annually.

How is Norwich City Council doing?

The council tracks its progress using a set of Key Performance Indicators (KPIs) - these are like scorecards that show how well services are being delivered and whether goals are being met.

What’s the big picture?

Norwich is working toward five key priorities under its “We Are Norwich” community-led plan (2024–2029):

  • an open and modern council
  • a prosperous Norwich
  • a fairer Norwich
  • a climate-responsive Norwich
  • a future-proof Norwich

How is performance measured?

They use a traffic light system to make it easy to understand:

  • 🟢 Green – on or above target
  • 🟠 Amber – slightly off track, may need action
  • 🔴 Red – off target, action is required

They also track whether performance is:

  • 📈 Improving
  • ➡️ Staying the same
  • 📉 Declining

What’s reported and when?

  • Quarterly reports: show progress every 3 months
  • Annual report: gives a full-year overview
  • Finance reports: track how money is being spent
  • Risk reports: highlight potential issues and how they’re being managed
