About house exchanges
If you are a Norwich City Council tenant with a secure tenancy and thinking about moving, you may be able to swap homes with another council or housing association tenant through a mutual exchange.
How to start
Register on the House Exchange website to search for homes that meet your needs, or try Facebook groups, shop noticeboards or word of mouth.

Ready to swap?
Once everyone involved agrees to the exchange:
- all parties must complete and submit the application form
- we won’t review the application until we receive all completed forms
- You’ll get a decision within 42 days of receiving all forms.
