As a Norwich City Council tenant, you have lots of ways to get involved and help improve the housing services you receive.
We believe tenants should be at the heart of everything we do, and we work closely with volunteers to make sure your voice is heard.
The Annual Review Group (ARG) reviews the work of tenant panels. It includes a tenant from the Tenant Involvement Panel (TIP) , the cabinet and shadow cabinet members for housing, and the council’s head of housing. The group examines reports, annual work plans, and any breaches of the code of conduct.
Estate auditors are volunteers who inspect council housing estates with a council officer. They assess maintenance, cleaning, litter, fly-tipping, grounds upkeep, graffiti, and vandalism. They take photos, log findings, and report them to relevant departments. This helps improve poor areas and share good practices across teams.
The Tenant Training for Norwich programme offers free courses to Norwich City Council tenants to build skills in employability, business, tenancy, and lifestyle. Over 40 tenants have benefited, reporting improved confidence and life skills.

We regularly ask tenants for feedback on key services such as repairs, moving into a new home, how we handled your antisocial behaviour complaint, and whether aids or adaptations meet your needs.
Our Tenant Satisfaction Measures survey is conducted by Viewpoint Research and helps us understand how well we’re delivering services and where we need to improve. Your feedback directly influences how we shape and improve housing services, thank you to everyone who has taken part.

The Talkback Panel is a simple, informal way for tenants to share feedback on housing services. Surveys are short and can be completed by text, online, or post. Participation is flexible, with limited surveys and the option to opt out anytime. Tenants can sign up by submitting a request.
The Tenant Involvement Panel (TIP) reviews housing policy, finance, and service performance, making recommendations to improve services for all tenants.
