Heartsease Estate Drone Survey 2026

Norwich City Council grounds maintenance survey

The survey is being undertaken by specialist survey companies Vantage UAV Ltd and Murphy on behalf of the council. 

Why are we carrying out this survey?

The survey will help us create an accurate and up-to-date map of communal green spaces and estate features, including:

• grass areas
• shrub beds and hedges
• naturalised planting areas
• paths and paved areas
• fencing and walls
• lighting columns
• litter bins and bin stores

This information will help us plan, manage and cost grounds maintenance services more accurately.

Which areas are included?

The survey will cover:

• Heartsease Block M
• Block S / Rider Haggard Road

What will happen during the survey?

Residents may see:

• a small team of survey operators wearing branded high-visibility clothing and carrying photo identification
• safety signage around drone take-off and landing areas
• a drone flying over communal grounds and landscaped areas

The survey is expected to take one to two days to complete. 

Why use a drone?

Drone surveys provide:

• accurate mapping of estate features
• faster surveying than traditional methods
• less disruption to residents
• reduced costs compared with traditional surveys
• minimal impact on planting and wildlife

Privacy and data protection

We understand that residents may have questions about privacy.

The survey is designed to map communal grounds and estate features. It is not intended to capture imagery inside homes, private balconies or through windows.

Any imagery that incidentally captures people will be reviewed and anonymised where required before being used within council systems.

All data is managed securely by Vantage UAV Ltd, which holds recognised information security certification and is authorised by the Civil Aviation Authority to undertake this work.
