About the Community Infrastructure Levy (CIL)
The Community Infrastructure Levy (CIL) is a charge on new developments. The money helps fund things like schools, transport, parks, and other services needed to support growth in the Greater Norwich area.
What is NCIL?
A portion of CIL (15%) is set aside as the Neighbourhood CIL (NCIL). This supports local community projects and must be linked to growth, but is guided by community priorities.
When does CIL apply?
CIL applies to most new developments, including:
- new buildings or extensions adding 100m² or more of floorspace
- any development that creates a new home, even if under 100m²
- conversions of buildings no longer in lawful use
- some developments allowed under permitted development rights
- other Planning Charges
Section 106 agreements and planning conditions may still apply, but are now used less often. Read the CIL regulation 123 list (PDF) for more information.
