Apply for a private hire operator licence

If you want to run a private hire vehicle business (like a minicab service), you must have an operator licence.

What is an operator?

An operator is the person or company that takes bookings from customers. Even if you don’t drive the vehicle yourself, you still need a licence to take bookings.

Before you apply

Make sure:

  • you have a business address within Norwich City Council’s area
  • the business must be operated from this address
  • you must keep booking records and show them to the council if asked

What you need to apply

The council will also check with the planning department to make sure your business address is suitable.

How long does the licence last?

The licence is valid for 5 years.

Important notes

A private hire driver can’t take bookings unless they are licensed and work for a licensed operator.
