The government has made changes to how councils must plan for development.
This includes:
- a new way of calculating how many new homes are needed
- a new system for preparing local plans

Notice to commence
Norwich City Council (as well as Broadland District and South Norfolk Council) has published their intention to commence preparation of the Greater Norwich Local Plan 2045.
Scoping consultation - 17 August - 28 September 2026
Norwich City Council (as well as Broadland District and South Norfolk Council) has begun the local plan Scoping Consultation.
