This process is prompted by national planning reform and the government’s new method for calculating housing need. In addition, the government has introduced a new plan-making system, which changes the way local plans are prepared. Following the new guidance, our Scoping Consultation was open for comment between 17 August and 28 September 2026. In accordance with Regulation 20 of the Town and County Planning (Local Planning) (England) Regulations 2026, this was primarily for stakeholders to respond to, but comments from anyone with an interest in the Greater Norwich plan area were welcomed. Notice of Local Plan Scoping Consultation
The Scoping Consultation was an opportunity for residents, businesses, community organisations and other stakeholders to tell us what matters most for the future of Greater Norwich. To inform these conversations, the Scoping Consultation included questions on baseline data gathered to inform the preparation of the Plan, the emerging Vision and Objectives which will help to shape the content of the Plan and a proposed Engagement Strategy that suggested an approach to future engagement through the plan-making process.
A summary of the comments received in response to the Scoping Consultation will be made available in due course.
Earlier this year, the Greater Norwich authorities hosted a Call for Sites for people to submit sites to be considered for allocation in the GNLP 2045. Those submissions are currently being reviewed and therefore did not form part of this consultation. Basic details of all the sites received can be found on the Call for Sites Report 2026 (GNLP website) and there will be an opportunity to comment on these at a later stage.
