If I am exempt, why do I need to register for Council Tax?

Yes they do but they will be entitled to 25% discount. You will need to supply your exemption certificate.
I have received a bill but I am a student.
If your student exemption ends before your tenancy does then you will be liable to pay Council Tax. Equally if your tenancy starts before your exemption starts you will need to pay Council Tax.
I moved out before my tenancy ended but I have a bill.
You remain liable for the property until your tenancy ends even though you moved out.
I have enforcement agents calling me but I have not lived in Norwich for a long time.
This may be because you have not told us that you are either a student or you have not told us that you have moved out of a property.

Yes you will still need to register that you have moved in and provide your student certificate.

Yes you will however we will need to see evidence that your course has been extended.

You will need to provide evidence of your course and your visa.

Yes you will be liable to pay from when one course finishes to when one starts.
