Yes they do but they will be entitled to 25% discount. You will need to supply your exemption certificate.

If your student exemption ends before your tenancy does then you will be liable to pay Council Tax. Equally if your tenancy starts before your exemption starts you will need to pay Council Tax.

You remain liable for the property until your tenancy ends even though you moved out.
