Norwich 2040 City Vision is a bold and shared commitment to making Norwich an even better place to live, work, study, and visit. It brings together local businesses, charities, schools, universities, and Norwich City Council to build a brighter future for everyone in our city.
Together, we’ve imagined what Norwich could be like in 2040 - and we’re working to make that vision a reality.

We want Norwich to be:

- Liveable – a healthy, safe and welcoming place for all
- Fair – where everyone has equal opportunities
- Connected – digitally, physically and socially
- Dynamic – forward-thinking, resilient and full of energy
This vision encourages collaboration and sparks new ideas across the city.
Why it matters
The COVID-19 pandemic, along with the ongoing cost of living pressures, have changed life in Norwich in many ways, especially for those already facing challenges. Now more than ever, the Norwich 2040 Vision helps guide our recovery and long-term growth - making sure no one is left behind.
Leading the way
The Norwich 2040 Partnership is a group of local organisations working together to:
- Understand how COVID-19 and cost of living pressures have affected Norwich
- Use data and insights to spot long-term trends
- Track progress and take action to meet our goals
- Support other groups working toward the vision
- Promote Norwich’s unique character and strengths
- Make sure the vision is part of city-wide planning and communication
