About us
Norwich City Council is the data controller for off-street parking enforcement, as part of this we can review the validity of a parking ticket and issue a Penalty Charge Notice (PCN) if required.
Under data protection legislation we are processing your data in line with the Traffic Management Act 2004 and the Transport Act 2000. As a public authority we have statutory authority to process your personal information.

What will we do with your data?
We use it to process the information you provide to registered keeper information when processing Penalty Charge Notices (PCN). We intend to keep your data for two years from the date the PCN is closed, as stated in our Retention Schedule on our website.
In carrying out their duties, our Civil Enforcement Officers have body-worn cameras (BWCs) to ensure their safety. The lawful basis for the processing of this data is a legal obligation under the Health and Safety at Work Act. Should footage be captured by a BWC that is material for a PCN case this data may be reused for this purpose.
What are your rights?
You have the right to request access to your personal information to:
- ask for errors to be corrected
- restrict how your information is used
- object to how it is processed
- request that your data is deleted.
You also have the right to lodge a complaint with the Information Commissioner's Office if you are not happy with how your data is processed.
What are the consequences of you not providing data?
The data is requested from the DVLA, in line with the Traffic Management Act 2004 and Transport Act 2000 to establish the registered keeper.
How will we share your data?
Information provided is shared internally with the council’s customer contact team, IT, notice processing team and parking operations. Externally with Imperial Civil Enforcement - data processing and as required by the Traffic Penalty Tribunal (appeals process) Bristow & Sutor, Dukes, Equita, JBW and Rossendales - enforcement agents for the collection of debts in line with the Traffic Management Act 2004 and Transport Act 2000 in order that they may carry out their statutory duties.
Apart from where previously stated, we do not pass your details to third parties unless we are lawfully able to do so for the prevention and detection of crime and fraud, or for the collection of taxes.
