Equality, diversity and inclusion

Learn how the council supports fairness, inclusion, and equal access to services for all communities in the city.

Our community commitment

At Norwich City Council, we believe that everyone deserves to feel like they belong. That’s why we’re proud to share our Equality Strategy - a living commitment to fairness, inclusion, and opportunity for all.

This isn’t just about meeting our legal duties under the Equality Act 2010. It’s about going further - tackling the root causes of inequality and working with our communities to build a city where everyone can thrive.

What does that look like?

It means building a Norwich where everyone:

  • feels they belong
  • is treated with respect
  • has a voice that’s heard
  • can succeed and live well

We’re not doing this alone. We’re working hand-in-hand with local people, community groups, and partners to make real change happen.

Our approach: people first

We’re committed to being an organisation that:

  • shows respect and kindness to everyone
  • gives more help to those who need it most
  • keeps learning and improving
  • focuses on prevention and early support

Our three big aims

1. Norwich City Council is an inclusive place to work

We want Norwich City Council to be a place where everyone feels welcome and valued. That means:

  • Building a workforce that reflects the diversity of our city
  • Creating inclusive policies and ways of working
  • Supporting staff to grow their confidence and skills around equality

2. Our services will be joined up, accessible and inclusive

We’re making sure our services are accessible, joined-up, and shaped by the people who use them. We’re:

  • improving how we communicate, especially for those who face digital barriers
  • reviewing services to make sure they’re inclusiveFind information on local and nationa
  • listening to communities and using what we learn to shape what we do

3. Norwich is a fair city where people facing inequality can share in and contribute to the city’s success

We want Norwich to be a place where no one is left behind. That means:

  • Making sure equality is at the heart of all our policies and plans
  • focusing on the communities and places that face the biggest challenges
  • working with partners to bring in investment and target support
  • tackling the unequal impacts of climate change on vulnerable groups

Let’s build this together

This strategy is just the start. Real change happens when we work together - when communities lead, and when every voice matters.

Whether you’re a resident, a community leader, a partner organisation, or a council colleague - you’re part of this journey.

Let’s make Norwich a city where everyone can belong, contribute, and thrive.
