About the HouseProud Pledge
All social housing providers can sign up to the HouseProud Pledge to show their commitment to equality and support for LGBTQ+ residents.
Norwich City Council signed the Pledge in February 2026. We are working to achieve ‘Pledge Pioneer Accreditation’ by May 2027, which recognises organisations that go further in supporting LGBTQ+ people.
The Pledge is based on research into the experiences of LGBTQ+ people living in social housing. Read the No Place Like Home research report (PDF) to learn more.
Why this matters
Home should feel safe
Everyone should feel safe and comfortable in their own home. For LGBTQ+ people, this means being able to be open about who they are without fear.
However, research shows that this is not always the case. For example:
- 60% of transgender people who took part in this research said they do not feel safe in their neighbourhoods.
- And a fifth of gay men reported that they regularly modify their home if their landlord or a repairs person visits to make their sexuality less visible.
Tackling discrimination
The HouseProud Pledge helps us take clear steps to address these issues. It supports us to make sure LGBTQ+ residents feel safe, respected and supported.
What the council is committed to
To achieve Pledge Pioneer Accreditation, we will:
- ensure LGBTQ+ residents have opportunities to share their views and feel listened to when raising concerns or issues
- clearly explain the Pledge and what it means on our website
- show our public commitment to being inclusive
- train staff to better understand LGBTQ+ issues and experiences
- build equality, inclusion and resident involvement into our housing policies and services
