For homeowners and private renters

You could get free upgrades to your home through the Warm Homes: Local Grant. This might include:

  • insulation
  • solar panels
  • heat pumps
  • other energy-saving improvements

These upgrades can help make your home warmer, more comfortable, and cheaper to run.

Norwich City Council has secured £4.7 million to improve 330 homes between 2025 and 2028.

For council tenants

If you rent from Norwich City Council, you may qualify for free home improvements through:

  • Social Housing Decarbonisation Fund
  • Warm Homes: Social Housing Fund

This could include solar panels, insulation, or a heat pump. The council is contacting eligible tenants directly.

Energy Company Obligation (ECO4) and Great British Insulation Scheme

If your home is hard to heat, and you’re on a low income or benefits, you might qualify for free insulation and other upgrades.

Even if you don’t meet the usual criteria, you might still be eligible if you have a health condition that makes you sensitive to cold. The council works with FlexConnect to assess these cases.
