5. What should I do if I receive a conviction or caution?

You must notify us in writing within seven days of receiving any conviction, caution, or penalty notice. This includes motoring offences and any inclusion on barred lists. Failure to report may result in enforcement action.

6. What is the NR3 register and why do we use it?

The NR3 (National Register of Refusals and Revocations) is a national database that allows licensing authorities to share information about individuals whose licences have been refused or revoked. We use NR3 to help assess whether applicants are fit and proper to hold a licence.

NR3 policy

Our NR3 policy provides the approach we will take to processing requests by other authorities for further information about entries on the register and about how we will use further information provided to us.

7. Does being listed on NR3 mean I will be refused a licence?

Not necessarily. We assess each application on its own merits. If your name appears on NR3, we will request further information and consider the circumstances before making a decision.

8. How long is data held on NR3?

Data is retained for 25 years to support public safety and informed decision-making across licensing authorities.

9. Can I access the information held about me on NR3?

Yes. You can submit a Subject Access Request (SAR) to us to find out what data we hold about you. We will also notify you if your details are added to the register.

10. Who can I contact for further help?

If you have any questions email licensing@norwich.gov.uk or call 01603 989400.
