Guidance and advice notes do not have the same status as SPDs and do not form part of the local plan, but they offer helpful tips and information.
Developers must deliver 10% Biodiversity Net Gain (BNG) on all development applications. BNG means a development will result in more, or better quality natural habitat than there was before development.
Norwich City Council has produced a Biodiversity Net Gain Planning Guidance Note which was adopted at Cabinet on 11 December 2024. The note signposts to the relevant government guidance, includes a local methodology for assigning strategic significance and provides additional information about BNG in the planning process. You can also find information on BNG, including application and development types exempt from the mandatory BNG requirement on the Government’s Biodiversity net gain webpage.
The Purpose-built student accommodation: evidence and best practice advice note was adopted by cabinet on 13 November 2019.
This best practice advice note has now been superseded by the Purpose-built Student Accommodation SPD.
The council has produced good practice advice for householders on the design of house extensions, to support the local plan’s policies on design quality, in particular policy DM3.
Extensions to houses advice note
The River Wensum Strategy (RWS) was launched on 13 June 2018 with the aim being to revitalise the River Wensum. Norwich City Council led the development of this joint strategy working with the Broads Authority, Norfolk County Council, the Environment Agency and the Wensum River Parkway Partnership, as the River Wensum Strategy Partnership (RWSP).

River Wensum Strategy – completed projects
The University of East Anglia (UEA) has produced a series of planning documents to identify how it will grow. The UEA Development Framework Refresh helped to inform the allocation of sites on the UEA Campus within the adopted GNLP. The UEA are currently preparing a longer term (50-year time horizon) Strategic Development Framework (SDF).
