Affordable Housing (June 2026)

This SPD on Affordable Housing supports Greater Norwich Local Plan (GNLP) Policy 5: Homes. The SPD provides guidance on how the off-site affordable housing contribution will be calculated, where such provision has been justified. It also signposts to relevant policy, guidance and evidence.

Greater Norwich Local Plan (GNLP) Policy 2: Sustainable Communities SPD (March 2026)

This supplementary planning document (SPD) supplements GNLP Policy 2: Sustainable Communities. GNLP Policy 2 requires applicants of major developments to submit statements on sustainability, master-planning, timescales for delivery and health impact assessments.  The SPD provides guidance on how to write these statements and covers the ten key issues within policy 2: access to services, new technologies, green infrastructure, densities, design, inclusive and safe communities, environmental protection, flood risk, water efficiency, and energy consumption. 

Implementation of the Greater Norwich Green Infrastructure Strategy Supplementary Planning Document (March 2026)

This supplementary planning document (SPD) aims to support the delivery of high-quality, multifunctional green infrastructure.  It provides guidance for developers, planners and communities on how to use the Greater Norwich Green Infrastructure Strategy to implement GNLP policies 2, 3, 4, 6 and 7.

Purpose-built Student Accommodation (PBSA) in Norwich SPD (September 2025)

This supplementary planning document (SPD) supplements GNLP policy 5 (Homes). It sets out the current position with regards to the need for additional PBSA within the plan period to 2038 and provides guidance in order to encourage good quality accommodation in appropriate and sustainable locations where the need for future PBSA is established.

This SPD supports and interprets policy DM20 of the Norwich Development Management Policies local plan and policy 11 of the Joint Core Strategy (JCS). As the JCS has been superseded by the Greater Norwich Local Plan (GNLP), references to Joint Core Strategy policy 11 no longer apply.
