Norwich City Council must publish a homelessness strategy by law (under the Homelessness Reduction Act 2017).
To make things simpler and more joined‑up, the council has combined two previous plans:
- Greater Norwich Homelessness Strategy (2020–2025)
- Norwich Rough Sleeping Strategy (2022–2027)
This creates one single strategy that covers both homelessness and rough sleeping and sets out how the council and its partners will prevent homelessness and support people who are already homeless.
Our main priorities
The strategy explains the council’s long‑term vision and what it wants to achieve. The four key priorities are:
- Work with partners to end rough sleeping
We want fewer people sleeping on the streets, and eventually none at all. - Support access to appropriate accommodation
We want to make sure people can find housing that meets their needs. - Prevent homelessness at the earliest opportunity
We want to step in early to stop people losing their homes. - Develop and sustain partnerships to support our residents
We will work closely with local organisations to support residents and deliver services effectively
Action Plan
A separate Action Plan sits alongside the strategy. It lists the specific steps the council and partners will take over the next five years.
The plan links actions to each of the four priorities. It will be reviewed every year to:
- check progress
- adjust actions where needed
- remove or reduce any barriers that stop the work from happening
