Council tenancies

If you're moving into a Norwich City Council home, this page will help you understand your tenancy agreement, the different types of tenancy, and your rights and responsibilities.

Your tenancy agreement with Norwich City Council

When you move into a council home, you’ll sign a tenancy agreement. This is a legal document that explains what you and the council are responsible for. It helps make sure everyone understands their rights and duties from the start.

Types of tenancy

There are different types of tenancy depending on your situation:

Introductory Tenancy – for new tenants. It lasts about a year and has fewer rights.

Secure Tenancy – gives long-term tenants strong rights and protections.

Demoted Tenancy – if a secure tenancy is affected by serious antisocial behaviour, it may be changed to this type for a year, with fewer rights.

Non-Secure Tenancy – used in special cases, like temporary housing for homeless people. It offers limited rights.

Joint Tenancy – 2 people share the tenancy and are both responsible.
All tenancies follow UK law. The council can’t create special or custom tenancy agreements.
