Check if you need planning permission
Some projects are allowed without permission these are called permitted development.
Permitted development covers certain home and business changes, like small extensions or changes of use.
There are rules and limits, and some types still need prior approval from the council.
In most cases, you’ll need planning permission to make changes to a flat. But thanks to a local development order, you don’t need permission to replace windows or doors as long as you follow the specific rules set out in that order.

If you think your project is permitted development, you can apply for a Lawful Development Certificate to get written confirmation from the council.
