How planning application decisions are made, who decides them, and what happens if an application is approved or refused.
Norwich City Council has a delegation agreement that certain types of application are decided by planning officers. Around 10% go to the Planning Applications Committee for a decision.
Planning Applications Committee is a committee of councillors who make decisions on the applications put before them.
If you’ve submitted comments, you’ll be told if the application is going to committee and how you can take part.

Only the applicant can appeal a refusal or any conditions attached to approval
There is no right of appeal for objectors.
