Reporting antisocial behaviour, domestic noise issues or hate related incidents

We understand that anti-social behaviour (ASB) can have a detrimental effect on people’s lives. This page explains what you can do, when to get support, and who to contact - whether it’s a noise issue, something more serious, or a crime.

If you are a Norwich City Council tenant or being affected by a Norwich City Council property then the ASB Team can investigate for you.
The team can also investigate domestic noise issues regardless of your tenure.

Dealing with antisocial behaviour (ASB) or noisy neighbours

Step 1: Talk to your neighbour (if safe) 

If you feel safe, try speaking to your neighbour first - they might not realise they’re causing a problem.

If you’d rather not speak in person, you can use our downloadable ‘Dear Neighbour’ card to explain the issue.

Step 2: Try mediation 

If talking doesn’t help, you can use our free mediation service to help resolve the issue.

What we don’t investigate

We won’t look into complaints that are:

  • everyday household noise or normal activities
  • personal dislikes (e.g. someone staring or speaking in a way you don’t like)
  • general unpleasantness that isn’t harmful
  • lifestyle choices (e.g. who someone socialises with or how they dress)
  • domestic DIY noise usually these noise issues are temporary although they can be annoying
  • issues like fly-tipping, overcrowding, or property disrepair - these go to other council teams

When to call the police

Call 999 if there’s immediate danger or a crime happening.

Call 101 for non-emergencies like:

  • drug use or dealing
  • weapons (guns or knives)
  • assault or violence
  • dangerous dogs
  • vandalism
  • prostitution or public sexual acts
  • begging or street drinking
  • public urination
  • domestic abuse
  • Drug-related ASB in shared areas of council housing

Even if you report community based ASB to the police, please also email us at communitysafety@norwich.gov.uk.

This helps us improve safety and support in your area.

If you are Norwich City Council tenant or being affected by a Norwich City Council owned property, report it as Nuisance Behaviour.

If your landlord is a housing association, contact them and they should be able to help.

For all other ASB, please report to the Police on 101 or online.  For emergencies call 999.

Norwich City Council and Norfolk Police take hate crimes and incidents very seriously, and situation permitting will take enforcement action, culminating in seeking possession where there have been repeated incidences from Norwich City Council properties.
