Leaseholders' guide – what you need to know

This guide is for anyone who has bought, or is thinking about buying, a flat from Norwich City Council through the Right to Buy scheme.

It explains:

  • your rights and responsibilities as a leaseholder
  • what the council is responsible for as your landlord

Key points:

  • your lease is the legal agreement – this guide doesn’t replace it
  • you’re responsible for repairs and maintenance inside your home (unless your lease says otherwise)
  • the council looks after the building’s structure, outside areas, and shared spaces like stairwells and entrances
  • you’ll pay service charges – your share of the cost for repairs, maintenance, improvements, and services provided by the council
  • keep your contact details up to date – let the council know if your address, phone number, or email changes.
