Leaseholders' guide – what you need to know - Neighbours

Everyone living in Norwich - whether they rent, own, or lease their home - has the right to enjoy peace and quiet.

Sometimes, people may cause problems or behave badly. This could include noise, harassment, or antisocial behaviour.

Norwich City Council is responsible for dealing with these issues. We work with other organisations like the police to handle serious cases, including hate crimes based on race, religion, or sexual orientation.

If you're a leaseholder and have a problem with another resident, we will look into it and may:

  • give you advice on what you can do
  • connect you with another council team (like environmental health)
  • refer you to another agency (like Norfolk Police)
  • take action ourselves, sometimes with help from our partners.

If the complaint is about a leaseholder or their tenant, we may:

  • contact another council team
  • contact another agency
  • take action ourselves
  • In serious cases, consider legal action.

For complex or serious cases, we may refer the issue to our specialist team, ABATE (Antisocial Behaviour and Tenancy Enforcement). They work with the police, social services, schools, and the community to gather evidence and try to solve problems without going to court. Legal action is a last resort because it takes time and money.
